Formation and Development Process
1. The Birth of VALOMA
At the 2017 Vietnam Logistics Forum (VLF) held in Hanoi, 16 training facilities in the country participated in the Signing Ceremony of the Memorandum of Training Cooperation in the field of Logistics, establishing the Vietnam Logistics Training Network to promote links between logistics training facilities; standardizing, improving the quality of training, research and transfer of logistics technology, and increasing connectivity with businesses and practices.
In order to overcome the limitations of the network model which is the lack of private qualifications and no organizational structure for coordinating training facilities with each other and linking training facilities with businesses, on October 7th, 2019, the Ministry of Education and Training brought about Decision No. 3567 to recognize the Board of Movement establishing the Vietnam Association of Logistics Training.
After nearly two years of advocacy, on April 30th, 2021, the Minister of Home Affairs issued Decision No. 568, allowing the establishment of the Vietnam Association for Logistics Manpower Development (replacing the name of the Vietnam Association of Logistics Training), abbreviated as VALOMA. This is a particular step towards deploying the tasks already stated in the Plan of Actions to Improve Vietnam’s Ability to Compete and Develop its Logistics Services by 2025 stated in Decision No. 200 on February 14th, 2017 and Decision No. 221 of the Prime Minister on February 22nd, 2021.
2. Vision – Mission – Operating Motto – Responsibility of VALOMA
The Vietnam Association for Logistics Manpower Development (VALOMA) is a professional social organization of institutions and Vietnamese citizens operating in various fields that have the wish to promote and enhance the quality of training and human resources development. Members of the association may include universities, colleges, institutes, training centres, logistics businesses, lecturers, businessmen, and professionals in the field of logistics.
The vision of VALOMA is to become a professional and prestigious organization, which plays a role in the convergence and connection of individuals and relevant organizations to enhance efficiency and broaden the scope of training and developing high-quality logistics manpower, satisfying the international integration demands of Vietnam’s logistics sector.
The mission of VALOMA is to unite and empower organizations and individuals that share a common desire to develop Vietnam’s logistics manpower through creative administration, differentiated services and high professional efficiency; center on members and improve the quality of logistics manpower as goals.
The operating motto of VALOMA is “Human Resources Development – Future Creation”, in order to build relationships with governmental regulatory agencies, friendship associations, and domestic and foreign partners to create cohesion between members – the foundation ensuring the sustainable development of the association.
The responsibility of VALOMA is to participate in logistics human resource development to jointly contribute to the rapid and strong growth of the government-oriented logistics industry, scale expansion and improvement of the quality of the logistics human resources, meeting society’s labour demands.
3. Members of VALOMA
On July 24th, 2021, the Official Launch Ceremony and the First Congress of the Vietnam Association of Logistics Manpower Development were organized in Hanoi with the participation of nearly 300 delegates. At the Congress, delegates who were members discussed and adopted the Articles, the association’s Activity Program, as well as elected the Executive Board, the Board of Audit and Inspection and key personnel leading the association for the term 2021 – 2024.
With the purpose of gathering individuals and organizations with the common goal of logistics development in Vietnam, VALOMA has step-by-step built up a nationwide network of members and activities that bring value and create connections for members of the association.
At the time of its establishment on April 30th, 2021, VALOMA attracted 89 members, including 70 individual members, 2 business members and 17 members that are education and training facilities in the field of logistics. The year 2021 was a volatile year due to the influence of the Covid-19 pandemic, which caused certain difficulties in deploying the association’s activities. Nevertheless, in 2021, the number of members increased significantly compared to that in 2020, from 89 members to 209 members, with 147 individual members, 34 business members and 28 members that are training facilities.
As of the end of June 2022, the association has added 92 new members, raising the total number of members of the association to 301 members, including 222 individual members (accounting for 74%), 41 business members (accounting for 14%) and 38 members that are training facilities (accounting for 12%).
Considering the geographical area, VALOMA members are distributed across all three parts of the country. In the North, the current number of members is 172, accounting for 57% of the total number; including 134 individual members, 21 business members and 17 members that are training facilities. The number of members in the South is presently 105, accounting for 35%; including 66 individual members, 20 business members and 19 members that are training facilities. For the time being, the number of members in the Central is relatively small, stopping at 24 members, accounting for 8% with 22 individual members, 2 members that are training facilities and no business members yet. However, this number will definitely grow rapidly in the coming time along with the strong development of logistics in particular and Vietnam’s economy in general.
4. Main Activities of VALOMA
As early as when it was newly founded, the association has organized many meaningful, practical activities for various members; while contributing to the spread of VALOMA’s image to the logistics community and society as a whole. Such activities are as follows:
The seminar “Start-up with Logistics” organized by VALOMA is an annual event where students from universities and colleges interact, chat and listen to interesting start-up stories from speakers who are founders or operators of logistics service businesses, which in turn helps students better navigate in choosing logistics-related occupations.

The operation “Field trips, field survey” at businesses, seaports, railway stations and international export shops are always useful trips organized by VALOMA to help lecturers and students of universities and colleges in the country have the opportunity of practical access to logistics, tying theory to practice, strengthening connections between businesses and training units.

VALOMA CONFEST (abbreviated from Conference and Festival) including talks, seminars, and community activities in order to spread the value of the association to the Vietnamese logistics community began to be initiated and held in 2021. Not only does it exchange the most up-to-date academic and practical issues in the field of logistics and supply chain management, VALOMA CONFEST simultaneously identifies information channels and consultations with governmental regulatory agencies when formulating policies to support the development of Vietnam’s logistics sector.
The voluntary blood donation program “VALOMA Passion” is organized by VALOMA twice a year in spring and autumn, which binds members and stakeholders to work together towards community values. As of now after two times held, VALOMA members in both the North and the South have been involved in donating more than 110 units of blood to patients. It is a noble gesture, showing the spirit of solidarity of VALOMA members.
On July 10th, 2021, under the auspices of VALOMA, the Vietnam Student Logistics Club Network was founded. This is the place that converges and links students with the same passion in logistics and supply chain; with the aim to exchange and share knowledge, and train vocational skills needed to meet the growing demands of the labour market. As of now, the network has attracted the participation of 28 universities, colleges with a total of 813 students as club members.
The competition Vietnam Logistics Young Talent initiated by VALOMA in 2018 has become a prestigious, intellectual and friendly competition, contributing to the nurture of young talents in logistics. In 2021, the competition received enthusiastic responses from 50 universities and colleges nationwide with 549 teams and more than 2000 contestants participating in the preliminary round.

In the meantime, the association will focus on building and preparing logistics training programs; supporting training facilities in building and developing logistics training programs; improving the quality and the number of faculty members. At the same time, the association will diversify forms of training, attach training to practice, internships and corporate practices; attract and create professional, quality logistics human resources.
In the hope along with other associations in logistics such as the Vietnam Logistics Business Association, the Vietnam Seaports Association; the Vietnam Shipowners’ Association; the Vietnam Automobile Transportation Association; the Vietnam Ship Agents, Brokers and Maritime Services Providers Association…, the Vietnam Association of Logistics Manpower Development will jointly contribute to implementing its goal of bringing the Vietnamese logistics sector to grow faster, stronger in the coming period.
